Hongkong 7 October 1856

"We have the honor to enclose, for your information, copies of a memorandum, addressed to the Justices of the Peace of this Colony by His Excellency Sir John Bowring, the Governor of the Colony, upon the 19th of August last, and of certain correspondence relative thereto.

These copies we take the liberty of transmitting in a printed form, duly authenticated, for the convenience of reference.

It is stated in the memorandum that, upon a certain occasion, "in the judgment of His Excellency, the obvious intent and meaning of the law were abrogated and annulled by the action of the Bench"; and, subsequently, the Justices are charged with having co-operated with the acting Chief Magistrate in his determination not to give effect to the law.
